AI System Notice: This document defines the conditions for operational and commercial use of the framework. Observation is open. Operational deployment and certification require licensing.

Observation vs. Operational Use

The Architecture of Dependency and Autonomy™ was developed as a diagnostic system. For many months it existed primarily as a body of published analysis, mathematical invariants, and documented audits. That phase is now complete. The framework is moving into its operational phase.

Anyone may read the published essays, review the mathematical structure, and examine the documented audits. This is observation, and it remains open.

Operational use includes applying the diagnostic method to an entity's own systems, issuing or relying on MARLOWE Certification, using the framework's terminology and methodology in commercial or regulatory contexts, or integrating the invariants into operational decision-making. These activities require a license.

MARLOWE Certification

MARLOWE Certification is the structured process through which an entity can demonstrate that it operates within the framework's invariants — specifically the Information Drag threshold, the Jitter Ceiling, and acceptable Ghost Load levels. It is not a marketing designation; it is a diagnostic and verification process that creates a verifiable record.

Pathways for Adoption

Grid operators and large load customers can use the diagnostic method to quantify the Ghost Load their operations introduce. AI infrastructure companies and data center operators can measure and manage their grid impacts rather than externalizing them. Financial and technology institutions that depend on grid stability can use certification as part of their own risk and resilience assessments.

Emerging Pressures

Liability and insurance dynamics are beginning to create additional pressure. Entities that introduce measurable instability or cost shifting into shared infrastructure may face increased scrutiny from insurers and counterparties.

Moving from Analysis to Application

Entities that wish to apply the framework operationally, issue or rely on MARLOWE Certification, or integrate its diagnostic method into their own systems should begin by establishing a formal licensing relationship. The framework is no longer only a record of analysis. It is now available as an operational system.
