Tier 1 is not aimed at ordinary people. It is aimed at the systems that took the most, hid the most, benefited the most, taxed the grid the hardest, extracted the most from the human node, and left people with the least choice.

Tier 1 applies to AI-scale infrastructure, grid-significant compute, financial institutions, large corporations, insurers, utilities, and other entities that impose or benefit from Ghost Load™, Administrative Delta™, hidden burden-shifting, and opaque extraction.

For those entities, a $999k-class fee is not a barrier. It is accountability. It is the cost of transparency after years of hidden load, cost-shifting, and unpriced extraction.

The Parallel Economy™ is the opposite side
